National Validation Workshop of the Adult Education Policy and Curriculum Framework

Increasing access to quality education opportunities for those who missed the chance to attend school as children is a key priority for the Ministry of Education, Culture and Higher Education of Somalia (MOECHE). Over the past six months, with support from the USAID/UK-funded Adolescent Girls’ Education in Somalia (AGES) project, the MOECHE and Federal Member States’ Ministries of Education (FMS MOEs) have developed an Adult Education Policy and Adult Education Curriculum Framework. These documents will guide how Somalia – and its committed partners – can provide age-appropriate learning opportunities for young adults. The development of the Adult Education Policy and Curriculum Framework was informed by the research conducted by the AGES project, which piloted the use of an 11-month non-formal education course with 41,502 female youth in Banadir, Hirshabelle, Jubaland, and Southwest in 2019-2023.

 

The Adult Education Policy and Curriculum Framework will provide a solid foundation for the development of a high-quality adult education system responsive to the needs of youth and adults who have never attended school or dropped out before acquiring foundational skills. According to the Somali Health and Demographic Survey, 41% of women and 35% of men ages 25-29 had no formal schooling. With 75% of the Somali population under the age of 30, creating education opportunities for youth who never attended school is a critical need. By participating in quality, relevant adult education courses, they will be able to acquire basic literacy, numeracy, and financial literacy skills, boosting their ability to engage in economic opportunities and contribute to Somalia’s national development.  

 

On July 12, 2023, the MOECHE and Federal Member States MOEs conducted a National Validation Workshop to review and endorse the Adult Education Policy and Curriculum Framework in Mogadishu. The Workshop was chaired by the Director General Mr. Mohamed Hassan Abbi. Following the completion of the Validation Workshop, the Policy will be submitted to the Federal Minister of Education, Culture and Higher Education for endorsement and publication.
